Customer: Port of Salalah, Oman
Scope and Background:
The Port of Salalah in Oman required a scalable Substation Automation System (SAS) to efficiently monitor and control multiple substations within the port. The objective was to implement an RTU and SCADA based Automation System that could seamlessly expand to additional substations in the future. Additionally, the customer required remote monitoring and control from another station and needed to incorporate custom logic within the system.
System Description
To meet the requirements, Consyst delivered a fully integrated Substation Automation System built around Schneider Electric Saitel DP RTU and Schneider Electric Power Operation SCADA. The solution was designed to ensure:
- Reliable Data Acquisition and Control: The Schneider Electric Saitel DP RTU was deployed to collect real–time data from the field devices, including circuit breakers, protection relays, and meters. The RTU interfaces with Intelligent Electronic Devices (IEDs) using IEC 61850 and collects additional data via Modbus protocol from meters. Hardwired signals from switchgear and other equipment were also integrated to ensure comprehensive monitoring.
- Robust SCADA System: The Schneider Electric Power Operation SCADA platform was implemented to provide a centralized interface for monitoring and control. The SCADA system included redundant SCADA servers, with the primary server installed at the new 33/11kV #3 substation and the secondary server at the existing #1 substation, ensuring continuous operation even in case of a failure.
- Advanced Automation Features: The SCADA system was configured to generate realtime alarms for abnormal conditions, allowing operators to take proactive measures. The system also performs automatic control computations, optimizing the performance of the substation by dynamically adjusting control parameters based on live data.
- Future–Ready Architecture: The system was designed with scalability in mind, allowing seamless integration of additional substations within the port’s infrastructure.

- Design & Engineering to ensure system reliability and compliance with standards.
- Panel Assembly for RTU enclosures and SCADA workstations.
- RTU Programming & Configuration, including custom logic development tailored to operational needs.
- SCADA Development, configuring real–time dashboards, historical data logging, and custom control requirements.
- Site Installation Supervision to the EPC to ensure proper integration with field devices.
- Testing & Commissioning, validating system performance and redundancy features.
- Training for operators and engineers to maximize system utilization.
